Glorfindel fut envoyé pour aider Elrond et était (même si ce n'est pas dit) prééminent dans la guerre en Eriador. Mais les deux autres Istari étaient envoyés pour une mission différente"

On ne peut guère parler de "suivant" ou de suite dans ce cas, sa mission est bien indépendante.
Mais la nature de Glorfindel comme potentiel Istar est bien posée par Tolkien:

Another brief discussion, headed 'Note on the landing of the Five Wizards and their functions and operations', arose from my father's consideration of the matter of Glorfindel, as is seen from the opening words: 'Was in fact Glorfindel one of them?' He observed that he was 'evidently never supposed to be when The Lord of the Rings was written', adding that there is no possibility that some of them were Eldar 'of the highest order of power', rather than Maiar

Un autre court essai, intitulé "Note sur l'arrivée des Cinq Magiciens et leurs fonctions et opérations", émergea du questionnement de mon père sur la nature de Glorfindel, comme le montrent les mots d'ouverture: "Glorfindel était-il en fait l'un d'entre eux?" Il observa qu'il ne fut "évidemment jamais conçu comme tel lorsque le Seigneur des Anneaux fut écrit", ajoutant qu'il n'y a aucune possibilité pour que certains d'entre eux fussent des Eldar "du plus grand ordre de puissance", plutôt que des Maiar.
